For such case I have couple of suggestion, not sure how effective they are:
1. Charge some amount to the user say 100/- for the confirmation. so if user doesn't want to take the item keep that amount as a cancelation or delivery charge.
2. or simply add the cancellation amount to the user's account when the order is canceled, so that if user buys something next time, it could be billed with that purchase.
